In recent years, as a result of reforms aimed at liberalizing the education sector and expanding private sector participation in Uzbekistan, the number of non-governmental schools, training centers, and higher education institutions in the regions has significantly increased. The study examines the activities of five non-governmental educational institutions in the region, analyzing their organizational models, curricula, competitive environment, and innovative approaches. The results indicate that the non-governmental sector plays an important role in improving the quality of education, introducing new pedagogical technologies, and training personnel in line with labor market demands. At the same time, challenges related to financial sustainability, shortages of qualified teachers, and licensing procedures remain. Legal terms can be classified into single-word terms, compound terms, and fixed multi-word phrases, each functioning as an indivisible legal unit. Comparative analysis of English and Uzbek legal terminology highlights structural differences. English, influenced by the common law tradition, favors compounds and fixed phrases, allowing complex legal concepts to be expressed concisely. Uzbek, shaped by the civil law system and the analytical nature of the language, predominantly uses multi-word descriptive constructions. Understanding these structural and functional distinctions is crucial for legal translation, cross-cultural communication, and ensuring clarity and certainty in legal texts. Particular attention is given to ethical anthropology, spiritual self-formation, and hermeneutic approaches to literary reception. Drawing on major translations and critical studies, the article explores how Rumi’s inner spiritual experience has been variously interpreted and recontextualized within Western literary and philosophical discourse. The analysis suggests that Rumi’s thought articulates an integrative model of human development based on ethical awareness, spiritual transformation, and the interaction between rational reflection and inner sensibility. Special attention is paid to the distinction between discursive and intuitive cognition, as well as the role of intuition in modern epistemology.
