This article analyzes the formation and development of the administrative-territorial structure and governing apparatus of the Fergana Oblast between 1876 and 1917. Particular attention is paid to the division of the oblast into uyezds, volosts, and lower administrative units, their functional role within the governance system, and the powers of the military governor, uyezd chiefs, volost administrators, and local administrative representatives. The significance of the 1886 “Regulations on the Administration of the Turkestan Region” in the legal and institutional organization of the Fergana Oblast is examined. Using the historical-systemic method, the study identifies the relationship between administrative-territorial changes and the structural and functional development of the governing apparatus.
