This article analyzes the multi-layered nature of socio-political cooperation in the process of developing ideological reforms in the region. The role of national values, historical memory, and civilizational heritage in the ideological paradigm is revealed as a conceptual foundation, and they are interpreted as internal sources of ideological stability in society. Furthermore, the influence of international cooperation on ideological processes is explained through Habermas's concept of the "public sphere," while the strategic functions of regional integration are elucidated through Putnam's theory of "social capital."
