HISTORY OF THE FORMATION OF THE RIGHTS OF PERSONS WITH DISABILITIES

his article analyzes the evolution of societal and state attitudes toward disability from the Middle Ages to the Industrial Revolution. While scientific and medical advancements, along with the ideas of rationalism and humanism, encouraged the scholarly study of disability, institutionalization and segregation practices hindered the full social integration of persons with disabilities. During the Industrial Revolution, disability began to be seen as both an economic and social issue; however, the capitalist labor system intensified economic marginalization. At the same time, traditions of charity and social assistance—particularly the experience of the Jadid movement—formed an important foundation for modern legislation and social policy.
