This article examines the contemporary evolution of human resources and human capital and their central role in social and economic development. It outlines the shift from viewing people as mere labor to recognizing them as composite assets of knowledge, health, skills and creativity that determine competitiveness. The impact of digital transformation and automation is analyzed, highlighting the need for sustainable, adaptable and long-term workforce strategies. The article emphasizes the strategic importance of investments in education, healthcare and continuous reskilling for building quality human capital. Human development indicators, such as life expectancy and education quality, are discussed as measures of societal wellbeing. Digital learning platforms enable rapid skills updating but also pose risks of occupational displacement. Sustainable development frameworks are shown to align policies for inclusive growth. The conclusion stresses that coordinated institutional policies and targeted investments are essential to strengthen human capital and secure resilient national development.
