MECHANISMS FOR CONSIDERING PUBLIC OPINION IN THE PROCESS OF ADOPTING NORMATIVE LEGAL ACTS

This article examines the legal foundations and practical mechanisms for considering public opinion in the drafting and adoption of normative legal acts. Based on the Constitution of the Republic of Uzbekistan and the Law “On Normative Legal Acts,” the role of public consultations in the law-making process is analyzed. The study also provides a comparative analysis of the experiences of the OECD and Canada and evaluates the effectiveness of the regulation.adliya.uz portal. The findings suggest the introduction of a “Response to Comments” mechanism aimed at increasing transparency in the consideration of public proposals and strengthening public participation in law-making activities.
