THE EFFECTIVENESS OF THE BICAMERAL PARLIAMENT SYSTEM IN CENTRAL ASIA IN POLITICAL DECISION-MAKING

Abstract

This article provides a comparative analysis of the effectiveness of bicameral parliamentary systems operating in Central Asian states – particularly Uzbekistan, Kazakhstan, and Kyrgyzstan – in the process of political decision-making. The study examines the theoretical foundations of bicameralism, regional practices, and modern democratic transformation processes. The findings indicate that while bicameral systems may in many cases complicate and slow down the legislative process, they play a significant role in protecting regional interests, ensuring the balance of powers, and strengthening democratic oversight mechanisms.
