FUNDAMENTAL LAWS OF CULTURAL DEVELOPMENT AND THE PROBLEMS OF THEIR REALIZATION IN SOCIETY: A SOCIO-PHILOSOPHICAL ANALYSIS

The article analyzes the objective laws of cultural progress and the socio-philosophical problems that arise during their implementation in modern society. Based on evolutionary, civilizational, and structural-functional approaches, the core laws of cultural development-such as continuity, innovation, integration, and differentiation-are synthesized. Within the context of the 2026 reality, marked by the rapid advancement of digital technologies and artificial intelligence, William Ogburn’s concept of “cultural lag”, Émile Durkheim’s theory of “anomie”, and the preservation of national identity under global pressure are thoroughly investigated. The paper concludes with scientific and practical recommendations on balancing economic and cultural reforms during social modernization and optimizing state cultural policy.
