THE HISTORICAL DEVELOPMENT OF LEGISLATION ESTABLISHING CRIMINAL LIABILITY FOR CRIMES COMMITTED WITH THE PURPOSE OF TRAFFICKING NARCOTIC DRUGS

This article examines the historical evolution of legal norms establishing criminal liability for offences committed for the purpose of distributing narcotic drugs, using historical-legal, comparative-legal and criminological methods of analysis. Three stages in the development of this institution are identified: initial regulation formed during the Soviet period; the formation of national criminal legislation during the years of independence; and contemporary improvement of the norms based on international standards. Particular attention is paid to the amendments introduced by the Laws of the Republic of Uzbekistan No. ZRU-971 (2024) and No. ZRU-1151 (2026), including the introduction of new elements of crime. Based on official statistical data, the criminological aspects of the problem are analysed, the scholarly views of national and foreign researchers are compared, and promising directions for improving liability norms under digital-environment conditions are substantiated.
