This article presents philosophical and theoretical considerations on the Institute of Mahalla Civility and its activities. The author also analyzes the views of scientists on the mahalla. The issue of the development of the mahalla throughout historical development is analyzed. The fact that self-government in Uzbekistan is not local self-government, but self-government of citizens corresponds to the true essence of the issue and shows that self-government is independent of state administration. The role of the mahalla institution in social governance is discussed in this article.
