In the XXI century. channels of state influence on international processes and other countries are expanding. If until recently, almost the main instrument of foreign policy was considered hard power: military power, economic and technical potential, today economic successes, ideological persuasiveness and cultural attractiveness of the country are more important influencing factors than possession of nuclear weapons.

Moreover, it requires a thorough study of various doctrines and instruments of "soft power", their effectiveness and responsibility, which should be borne by a modern state using "soft power" in its interests and broadcasting its values to other actors of international relations. In view of the fact that the concept of "soft power" has acquired its development and legalization in the Russian Federation since (2013), this article is an attempt to describe and show the concepts more accurately. Russian "soft power" and in future relations with the Russian Federation, take into account its policy of "soft power" and develop appropriate actions against it for the equal development of relations, which our President Sh.Mirziyoyev once spoke about during his state visit to the Russian Federation "We We consider Russia as a major power in political, economic, military-technical and spiritual-cultural relations. Russia plays a key role in the international arena. Our views and approaches coincide on almost all issues, "Mirziyoyev addressed Putin at the beginning of the meeting.
