This article provides a purely scientific and philosophical analysis of the phenomenon of socially hazardous behavior and destructive actions through the prism of fundamental concepts of modern deviantology, sociology, and the philosophy of social policy. The study examines the dynamics of interaction between macro-level exogenous and micro-level endogenous factors, establishing that the state of anomie in society, institutional traps, differential associations, and the crisis of social control bonds serve as the primary determinants of destructive conduct. It is scientifically demonstrated that mitigating social hazards requires a systemic strategy focused on ensuring institutional transparency, restoring the equilibrium between cultural goals and institutionalized means, and enhancing the internal moral and legal immunity of the individual, rather than merely intensifying external repressive control or punitive measures.
