FROM BILATERAL COOPERATION TO TRANSREGIONAL INTERACTION: UZBEKISTAN AND SAUDI ARABIA IN A CHANGING WORLD ORDER

The article examines the transition of Uzbekistan–Saudi Arabia relations from a predominantly bilateral model toward transregional interaction between Central Asia and the Arab Gulf. It identifies the political and institutional conditions under which diplomatic agreements and economic projects acquire sustainable interregional significance. The study employs institutional and comparative political analysis, process tracing, content analysis of official documents, and case studies of energy, transport, and digital projects. A four-stage periodization of bilateral relations from 1992 to 2026 is proposed. The article demonstrates that the announced project portfolio, actually utilized investment, commissioned capacity, and regional impact refer to different stages and should not be treated as interchangeable indicators. Direct, indirect, and potential regional effects are distinguished. The main contribution is the concept of transregional conversion: a national result becomes a regional political resource only when a verifiable cross-border channel, institutional anchoring, public-good properties, and evidence-based validation are present. Practical recommendations include a bilateral digital project registry, a joint coordination group, risk early-warning procedures, and a regional filter linking bilateral initiatives to the Central Asia–GCC framework.
