THE “AS’AS” SYSTEM IN PUBLIC ADMINISTRATION: HISTORICAL ROOTS, ESSENCE, AND MODERN APPROACHES

This article analyzes the institution of “as’as” (night guards and observers), which served as a crucial link in ensuring internal security within Islamic statehood and historical governance systems. Based on primary sources, the lexical and terminological meanings of the word “as’as” are explained, along with the responsibilities of the head of state in maintaining public peace and safety. Furthermore, the article highlights the continuity between the historical system of night patrol and modern law enforcement agencies, the "mahalla" institution, and public safety concepts.
