ANALYSIS OF THE INCUBATION MODEL OF YOUTH POLICY IN DEVELOPING THE GOVERNANCE POTENTIAL OF UZBEKISTAN BASED ON THE EXPERIENCE OF FINLAND

The article analyzes the youth policy incubation model as a mechanism for developing state governance potential. Using comparative institutional analysis, Finland’s experience is compared with reforms in Uzbekistan. The study proposes the Youth Governance Potential Index (YGPI) and shows that Uzbekistan’s youth infrastructure is not yet sufficiently transformed into stable institutional representation.
