This article analyzes the theoretical and practical foundations of harmonizing national traditions with modern values in the process of developing legal literacy within the context of New Uzbekistan. The study interprets legal literacy not merely as a set of normative knowledge, but as a complex competence manifested in an individual's value system, beliefs, and practical behavior.

It demonstrates how the core elements of national traditions – mahalla (neighborhood community), oqsoqol (elder leadership), andisha (consideration), respect, and compromise – have created spiritual and legal mechanisms for social control and balanced relationships.
