This article analyzes the complex interrelationship between socio-economic poverty and human capital from sociological and sociocultural perspectives. The main purpose of the study is to determine the impact of poverty on human capital and to examine the mechanisms of its formation within social and cultural contexts. The article considers socio-economic poverty not merely as material deprivation, but as a multifaceted factor influencing the development of human capital through social institutions, family structure, education, and healthcare systems.

The study demonstrates methods of analyzing poverty in integration with human resources, including their skills, knowledge, and health status, based on sociological and sociocultural approaches. Moreover, the article scientifically explains how social and cultural factors — the system of societal values, stereotypes, civic engagement, and the sociocultural environment — affect the level of human capital development.

The findings indicate that effective strategies aimed at developing human capital and reducing poverty should not be limited to economic measures alone, but must also incorporate social, cultural, and sociological factors in a comprehensive manner. The results of the study serve as a scientific and practical basis for shaping social policy, developing human resources, and ensuring societal stability.
