Author Guidelines
The ethical standards for publishing a scientific journal should not conflict with each other, and should also relate to ten important points listed below:
- Editorial board: journals should have editorial boards, boards or other governing bodies, whose members are recognized experts in the field of the journal; full names as well as places of work of all members must be presented on the journal's website; and journals must provide editorial contact information on the journal website.

- Peer review process: all journal content, all materials must be peer reviewed; peer review is defined as “obtaining recommendations for individual manuscripts from a peer reviewing expert in the field of publication”; the entire process must be clearly described on the journal's website; all judgments and conclusions in the peer review process must be objective; reviewers should not have a conflict of interest; Reviewers should cite studies that have already been published but not yet cited as samples for their recommendations; peer-reviewed articles should be treated confidentially prior to publication.
- Publication ethics: publishers and editors should take reasonable steps to identify and prevent the publication of documents in which there has been a violation of the code of conduct; in no event should the journal or its editors knowingly tolerate or encourage abuse of publication ethics standards; in the event that the publisher or editors of the journal are aware of any allegations of misconduct in relation to the research, the publisher or editor should consider them appropriately; the magazine must have available, well-written on the website, recommendations and conditions under which the reduction (correction) of the material is carried out, as well as its recall, if necessary; publishers and editors should always be ready to publish corrections, clarifications, retractions and apologies when necessary.
- Copyright and Access to Materials: Copyright and licensing information must be clearly described on the journal's website; all conditions, methods, mechanisms of readers' access to journal materials should be stated on the journal's website; if the journal is distributed by subscription or there is a fee for viewing and familiarization with the articles, this should be clearly indicated.
- Archiving Materials: The journal's website should have a clear plan of action for backing up electronic copying and maintaining access to materials in the event that the journal ceases to be published.
- Ownership and Management: Information about the owners and / or governing bodies of the journal should be clearly indicated on the website; publishers should not use names of organizations that mislead potential authors and editors about the nature of the journal owner.
- Journal website : The journal website (including the text it contains) must demonstrate that all necessary steps have been taken to ensure high ethical and professional standards.
- Publication Schedule: For periodicals, there should be a clear publication schedule.
- Journal Title: The title of the journal must be unique, not copy the names of other well-known journals, and not mislead potential authors and readers about the journal's origin or association with other journals.
Other recommendations
Please note that all of the above points are informative, but when drawing up the publication ethics of a scientific journal, they should not be copied as a whole - the statement must reflect the actual editorial policy of the journal .
Publication ethics text may contain excerpts from open resources COPE, Scopus PERK and other resources, for example, journals of a similar profile and area of specialization, but not copy them entirely . For each individual journal, a separate, appropriate publication ethics (a set of norms, requirements and clarifications) should be drawn up.
The publication ethics text must demonstrate that the editorial board is familiar with international publishing conventions, the content of the COPE recommendations, and also consciously and responsibly approaches the ethical standards of its own journal.
The samples offered by COPE and Scopus are not exhaustive and are capable of 100% reflecting the specifics of your particular journal, which may have its own unique practices.

Ethical standards should be presented on a separate page of the journal's official website, which has a separate URL. The link to publication ethics should be accessible from the main page of the site through an active hyperlink, the transition should be carried out in one click. It is also advisable to place the corresponding menu item "Publication Ethics" in the central or side menu of the site.
Last but not least, please ensure that the journal's Publication Ethics Statement (PEMS) is posted on the journal's official website and is in English (the statement may also be displayed in your local language, but the English version must be available. ).
Ethical Standards According to University of Cambridge
Journals serve to further academic discussion of topics, regardless of their nature - be they religious, gender, environmental, ethical, political, or other potentially or urgently controversial topics.
The publication of an article in an academic peer-reviewed journal serves several functions, one of which is to confirm the quality and preservation of scientific work, research results. Responsibilities of editors
- To act in a balanced, objective and fair manner in carrying out their duties without discrimination on the basis of gender, sexual orientation, religious or political beliefs, ethnic or geographic origin of the authors.
- Process manuscripts for sponsored, supplemental, special, special issues in the same way as for regular regular issues, so that articles are considered and accepted solely on the basis of their academic merit, without commercial influence.
- Follow established procedures in the event of conflicts of interest or ethical complaints, in accordance with community procedures and policies, where appropriate. Provide authors with the opportunity to reasonably respond to any complaints and comments. All complaints must be investigated regardless of when the original publication was approved. Documentation related to any such complaints and comments should be retained.
Responsibilities of reviewers
- Contribute to decision-making and improve the quality of published material through timely review of the manuscript.
- Respect and maintain the confidentiality of any information provided by the editor or author. Do not save or copy the manuscript.
- Warn the editor of any published or submitted material that is substantially similar to the material already being reviewed.
- Be aware of any potential conflicts of interest (financial, institutional, joint or other relationship between the reviewer and the author), notify the editor of this, and, if necessary, withdraw their services for reviewing the manuscript.
Responsibilities of the author (s)
- Submit the most accurate data in accompanying, additional documents that are submitted with the manuscript or provide access to this data upon a reasonable request from the editorial board. Where appropriate, it is permitted by the employer, financial authorities, or others who may be involved with the data to place that data in a suitable repository or storage location for sharing and future use by others.
- Confirm that the submitted manuscript is not reviewed or accepted for publication in another publisher. If any part of the submitted manuscript content coincides with an already published article or submitted for publication in another journal of the manuscript, state this or provide links to sources. In addition, provide the editor with a copy of any other submitted manuscript in another journal that may contain cross-sectional or closely related content with the submitted manuscript.
- Confirm that all work in the submitted manuscript is original, as well as confirm and provide links to all material in the manuscript from other sources. Obtain permission to reproduce any content from other sources.
- Ensure that any research involving humans or animals complies with national, local and institutional laws and requirements (e.g. WMA Helsinki Declaration, NIH Laboratory Animal Policy, EU Animal Directive) and confirm that permission has been requested and obtained by the appropriate authorities ... Study authors must obtain direct permission from people and respect their confidentiality.
- Declare any potential conflicts of interest (for example, if the author has a competing interest (real or apparent) that could be perceived or viewed as improperly influencing his or her responsibilities at any stage of the publishing process).
- Notify the journal editor or publisher online if a significant error is found in the publication. Cooperate with the editor and publisher to publish a correction, addition, clarification, or cancel (withdraw) the publication as soon as possible, if deemed necessary.
Obligations of the publisher or society
- Both Cambridge University Press and the public on behalf of which it publishes information must ensure best practice in adhering to the above principles, commitments and standards.
- All ethical procedures are dealt with in a more rigorous and thorough manner with the editors of the journals of the major syndicates.
- Journals owned by civil society organizations will be required to ensure that they agree with the principles outlined above or substantially similar principles, either formally accept them, or form their own rules and principles to be followed by their editors and editors.
