This article addresses the need for refining the referendum institution in Uzbekistan, its significance in the development of democracy and civil society, and the legal foundations underlying its implementation. The author reviews the practice of referendums in the country and proposes the advancement of legislation to meet modern requirements, raising citizens' awareness, and expanding public participation as a direct instrument of democracy. International experiences are examined, with recommendations provided to further improve the referendum institution.

This article examines the system of local administration in Karakalpak society in the 19th century and its reflection in the sources. In particular, the role of officials such as biy, yuzbashi, naib and yasavulbashi in managing Karakalpak society and their duties are analyzed. Also, the changes in this system under the rule of the khanate, based on the sources in the Khiva state archive, are related to the activities of the Karakalpak society in military and administrative matters.
