This article attempts to examine the place and significance of the Shanghai Cooperation Organization in the system of international organizations established after the collapse of the USSR in the Asian region. The main directions of international organizations' activities, including the SCO, are analyzed. The factors of the emergence of the new organization are shown. The authors of the article aim to show the potential of the Shanghai Organization in the functional dimension.  Given the growing interest of states in the so-called Shanghai process and the increasing number of member states, including observers and dialogue partners, it can be concluded that the SCO has all the resources to intensify its activities and diversify its priority areas.

Indeed, to ensure security in the region, it is necessary to carefully work with the organization of cooperation between states. More relevant than ever is the practice of protecting and protecting radioactive, chemical and biological objects, which can be dangerous in situations where modern terrorism uses all measures that can lead to numerous casualties. Thus, it is known that the activities of the SCO should be carried out with measures necessary for prompt response and protection in the future.

The article analyzes the issue of forming a new scientific worldview facing the Social Sciences. Works on the formation and development of views of Eastern thinkers on society, Public Administration, Law, were scientifically studied by the author.

Attention is paid to the importance of such concepts as legal and social state, politics, democracy, legislation, Justice. Further research of the political and legal teachings of Eastern scholars from the point of view of jurisprudence has been recommended to use it extensively in the formation of a legal state, civil society.

The relevance of the attached scientific material is due to the fact that the Shanghai Cooperation Organization has now become a promising platform on a regional scale, where dialogue can be carried out between member states to establish constructive cooperation with states and international organizations in order to respond to security challenges in a timely manner. In this regard, the activities of the SCO are of particular importance in light of the complex and difficult to predict internal political and military situation in Afghanistan as a result of the withdrawal of US and NATO troops from there, as well as the establishment of Taliban power in the country. It appears that the SCO has a certain political, economic and diplomatic potential, the use of which will help resolve the crisis situation not only in Afghanistan, but also neutralize challenges to security and stability in the regions of Central and South Asia.

This article analyzes the issues of ensuring international energy security within the SCO, the promising directions of economic and energy cooperation between the SCO countries, the development trends of multilateral energy cooperation within the organization, the possibilities of implementing mutually beneficial energy projects, the characteristics of the development of renewable energy sources in the member states of the organization.

The purpose of the article is to assess the role of the Japan International Cooperation Agency (JICA) in modern Kyrgyz-Japanese relations. Programs and projects of the Japan International Cooperation Agency implement the objectives of Japan's foreign policy: promotion of democratic values, human rights, support for the development of market relations. By deepening partnerships with developing countries such as Kyrgyzstan and promoting international stability, Japan has provided Official Development Assistance to developing countries for more than half a century.

The article is devoted to scientific and educational contacts between Kyrgyzstan and Pakistan in the context of the scientific diplomacy of the official Islamabad in Bishkek. The definition of scientific diplomacy is given, and the results of a study by the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences on the vision of the Pakistani expert community on the issues under study are presented. The general state of Pakistani-Kyrgyz relations in the field of scientific and educational cooperation is briefly described, emphasis is placed on the possibility of its further growth due to the activation of the existing trade and economic partnership and the development of the pharmaceutical industry in Kyrgyzstan with the assistance of the Pakistani side. In particular, the opening of the direct logistics route Kyrgyzstan-China-Pakistan, which is intended to become one of the catalysts for strengthening bilateral cooperation, was noted.

The purpose of the article is to characterize the convenient geopolitical and advantageous geostrategic position of Central Asia. To explain that the economic development of Asia in general, and South Asia in particular, causes a significant increase in energy consumption. And Central Asia has one of the largest reserves of oil and natural gas. As a result, Central and South Asia are complementary players in the energy market. The potential of the South Asian market for the Central Asian states is huge.

In the last decade of cooperation, the elites of both regions have realized the enormous possibilities of interaction in the field of energy supplies, trade, science, and education. After all, Central Asia and South Asia have a thousand-year history of interpenetration of economies and cultures. The factors hindering the implementation of energy projects are indicated.

Market risks, price and tariff risks, etc. are identified. It is noted that Delhi traditionally measures its capabilities with Beijing, in conditions of fierce regional competition.

Delhi is not in a position to change the balance of power in the region. It is considered that the Kyrgyz Republic has been working on access to the Indian Ocean in recent years. The Karachi–Kashgar–Bishkek transport corridor has been switched to year-round operation. It is analyzed the great importance for the Central Asian states of solving water and energy problems.

The article examines the key aspects of scientific and educational cooperation of the Kyrgyz Republic with other member states of Shanghai Cooperation Organization (SCO). The author identifies a number of factors that contribute to the development of bilateral interaction in the educational sphere with each of the SCO member countries. Cooperation between Kyrgyzstan and Russia develops due to the long experience of being in the same state, as well as the absence of a language barriers. China and Iran are actively using a “soft power” policy, which consists of creating conditions for studying Chinese and Persian languages, supporting projects in the cultural sphere, and developing academic mobility programs. Cooperation between Kyrgyzstan and neighboring countries, primarily Uzbekistan and Kazakhstan, also seems very promising, given the common historical heritage, cultural and linguistic proximity and the development of bilateral relations in various fields. Finally, the development of scientific and educational cooperation with the states of South Asia is carried out in various directions. An important factor here is the demand for Kyrgyz education among citizens of India and Pakistan, which is confirmed by official statistics. Thus, the author positively assesses the prospects for the development of scientific and educational cooperation between Kyrgyzstan and the SCO countries, since all member states of the association are interested in this.
