This article addresses the need for refining the referendum institution in Uzbekistan, its significance in the development of democracy and civil society, and the legal foundations underlying its implementation. In particular, the role of officials such as biy, yuzbashi, naib and yasavulbashi in managing Karakalpak society and their duties are analyzed. Also, the changes in this system under the rule of the khanate, based on the sources in the Khiva state archive, are related to the activities of the Karakalpak society in military and administrative matters.
