The article considers the issues of improving administrative liability for offenses that violate public order and security in the Republic of Uzbekistan. The article presents the results of archaeological and ethnographic research conducted on sites located on the left bank of the Mojrumsay stream in the Forish District of Jizzakh Region. This article analyzes existing problems in the process of enforcing property recovery decisions in civil court cases. It substantiates the necessity of indicating the personal identification number (PIN) of individual creditors and the taxpayer identification number (TIN) of legal entity creditors in enforcement documents. Additionally, the article analyzes the scientific studies of foreign and local researchers on the essence, content, and developmental stages of human capital, while the researcher conducts an ethnosocial investigation of the processes of human capital development.

This study examines the ethnic composition of the Bukhara Emirate, particularly in the Zarafshan, Kashkadarya, and Surkhandarya valleys, during the late 19th and early 20th centuries. The population included Turkic-speaking groups like Uzbeks, Turkmens, Kazakhs, Kyrgyz, and Karakalpaks, along with Persian-speaking Tajiks and Iranian ethnic groups. The Karakalpaks migrated to the Zarafshan Valley in the 17th-18th centuries, settling in less populated areas. By the 20th century, they integrated into the Uzbek community, reflecting a blend of nomadic and settled lifestyles.
